Prishtina, 17 October 2011 – Government Privatization Committee (GPC) for PTK took a decision to declare closed the PTK privatization process and start preparations for new privatization process of the company, which will be realized pursuant to strategic directions of the Government, said Minister of Economic Development, Besim Beqaj.

These comments were made by Beqaj today in the press conference on the publishment of the GPC decision, also concluding that the decision is in line with the interests of the citizens and the country’s economic development.

“During this time, the Government has realized all its obligations. It has made a financial examination report, technical and business report, regulatory issues report, and has taken a decision to separate Post, which specifically defines the assets remaining with the Post, and those to be privatized”, said Beqaj.

He also said that all required documents for the process have been developed, including the Information Memorandum, Instructions to Bid, Sales and Purchase Agreement, and the future status of the new company.

With the aim of increasing the value of the transaction, in cooperation with TRA, a decision was taken in the Government to issue the frequency range 1800 Mhz, said Minister.

Minister of Economy said that the decision in question was taken after the Government gave the companies a second chance to prequalify. However, after only one company was left in the race, in the spirit of taking decision which require a competitive process, the Government Privatization Committee for PTK took the decision to declare this process open and start over with a new process.

Minister Beqaj said that the decision is a responsible one, and that it takes into account the national and Kosovo citizens’ interests. “The decision was taken in accordance with the constitutional powers of protecting assets and not entering into a privatization at any costs. The decision we have taken is one that doesn’t allow for transactions which are not in line with international standards”, said the Minister.

Beqaj dismissed the claims that starting the process over will cause financial losses to the country, and explained that all documents prepared thus far will be valid for the new process, which will start over immediately.
